The person who would like to benefit  from this service must have a disability  card as well as a free or reduced‐price  medical treatment card. 

Decree No. 2005‐3086 of November  29, 2005 relating to the creation of  regional commissions for people with  disabilities, the setting of disability  criteria and the conditions for granting  the disability card. amended by decree  no. 2006‐1859 of July 3 

• A written request on behalf of the  Minister of Social Affairs 
• A birth certificate 
• A medical certificate issued by a  specialized doctor attest the necessity  of exceptional devices or prostheses,  accompanied by a medical report to  this effect 
• A medical certificate issued by a  specialist doctor attesting to the need  for a home breathing apparatus or the  necessary additional parts,  accompanied by an analysis of the  quantity of oxygen in the blood 
• Commitment to maintain the  breathing apparatus at home and to  return it after the end of its use 

1. The file is submitted to the local  social advancement unit, the closest  territorially to the applicant (his  domicile) 
2. The file is submitted to the  attention of the Regional Committee  for Persons with Disabilities of the  Department of Social Promotion  located in each governorate 
3. The request must be answered  within 45 days from the date of  submission of the file
