The entrepreneur, whether a natural  or legal person, must: 

• Have got his/her civil rights 
• No  criminal record related to  offenses of morality or honesty 

If the Contractor is a legal person,  being that a director must: 

• Have got his or her civil rights 
• No criminal record related to  offenses of morality or honesty 
• Compliance with the provisions of  the specifications issued pursuant to  this decision 

Joint Order of the Minister of Social  Affairs, Solidarity and Tunisians  Abroad, the Minister of Public  Health, the Minister of Education  and Training and the Minister of  Youth, Sports and Education of April  21, 2007 approving the  specifications relating to the setting  of the decree for the creation,  organization and operation of  private establishments for specialized education, rehabilitation and vocational training for people  with disabilities

• A booklet including the signature  and stamp of the entrepreneur  marked on all pages 
• Single formality for the creation of  individual projects in accordance  with the provisions of decree n°  2000‐2475 of October 31, 2000  relating to Setting Standards for  individual Projects  after having  carried out the Legalization 
• Certificate of location validity and  The Fire Prevention Certificate  delivered  by the competent services
• Institutional project 

1. Submit the specifications signed  by the sender to the regional  departments of social affairs 
2. The sender of the establishment  informs the regional administration  of social affairs in writing of the  launch of the activity of the center  and of its compliance with the  provisions of the specifications.
3. The entrepreneur informs the  regional administration of social  affairs in writing within a period not  exceeding 30 days before the closure  of the business, the change of seat  or the transfer, while indicating the  identity of its new owner. or the  body responsible for managing 
4. Carrying out an inspection  visit to the work site by the  competent structures 

• Centers that receive disabled  people who are candidates for pre‐ school education, special education,  rehabilitation and vocational training  are recognized as specialized  educational establishments 
• The specification can be taken  from the regional social affairs  administration and the regional  financial administration directorates. 
• The specifications can be  downloaded on the Internet from  the official page of the Official  Journal of the Republic of Tunisia or  from the portal of the Ministry of  Social Affairs
