Creation

The Ministry of Social Affairs was created for the first time by Decree N°.1 of 7 August 1947, which modified the missions of the Council of Ministers under the French Protectorate.
The Ministry was considered among the first five ministerial departments approved by this law, and it was represented in the Council of Ministers responsible for the administrative affairs of the country, which was headed by the Grand Minister. At that time, it was called «the Ministry of Labour and Social Welfare ».
Since the independence, the organizational structures of the Ministry has been developed through the years reflecting the great attention that government has given to social policies, which is based on a forward-looking vision that responds to the requirements and aspirations of society. In fact, the Ministry of Social Affairs is characterized by a horizontal structure whose functions overlap and intersect with other ministries’ functions.
